After a year of planning and a disappointing setback, Trinity Center’s temporary winter homeless shelter for 29 people has won approval needed to open it on Dec. 21.

City planning commissioners considered the matter briefly Thursday evening and unanimously agreed to grant the three-month winter shelter a permit to operate in two buildings at the St. Paul’s Episcopal Church campus on Trinity Avenue.
